An Enclave is a collection of Applicaitons and the Submitters and Approvers that manage them.  Only Submitter and Approvers within an Enclave can edit and approve changes to Applications within that Enclave.

A user can be apart of mulitple Enclaves (see Multi-Enclave Switching).
